Establishes a Child Care Facility Peer Review Board created by the advisory committee to participate in the Department of Human Services' grievance process for child care facilities.

Requires proceedings for the Department's quality rating and improvement system (QRIS) for child care facilities to be conducted by the Peer Review Board and comply with the Oklahoma Open Meeting Act, Oklahoma Open Records Act, and Administrative Procedures Act.

Mandates committee members serve three-year terms with a two-consecutive-term limit, with a majority of committee members representing child care facilities.

Prohibits child care facilities from allowing children to be left alone in the care of any person under 18 years of age.

Becomes effective November 1, 2015.
