Establishes the "Professional Services Acquisition Act" codified in Oklahoma Statutes Title 74, Section 84A and creates definitions for acquisition, business entity, contract, contractor, professional services, and electronic commerce.

Prohibits out-of-state persons or business entities from soliciting, contracting, or providing professional services or related products using Oklahoma public funds unless they comply with the same rules, regulations, and laws required for in-state providers for allopathic physicians, osteopathic physicians, pharmacists, dentists, podiatrists, and optometrists.

Requires state agencies to review all out-of-state contractors within 90 days and complete compliance review within 30 days, with noncompliant contractors to be replaced by contract renewal with compliant alternatives.

Mandates that state agencies rescind or decline renewal of contracts entered in violation of the provisions until compliance is met.

Establishes jurisdiction for administrative, civil, or criminal enforcement actions to include any electronic means used to obtain professional services or products across jurisdictions, and becomes effective November 1, 2015.
