Office of Management and Enterprise Services must enter into a 99-year lease with Enid Regional Development Alliance (ERDA) for property comprising the former Northern Oklahoma Resource Center located in Garfield County.

ERDA may enter into third-party agreements and subleases without state consent, construct capital improvements, and has unrestricted access and development rights on the leased property.

ERDA may acquire additional parcels for complete property development through quit claim deed for a nominal payment not to exceed $10.00, certified by a majority of ERDA trustees.

Lease requires annual rent payment of only $1.00 and does not obligate ERDA to pay maintenance or repair expenses except for capital improvements ERDA constructs with its own funds.

Both Office of Management and Enterprise Services and ERDA are exempted from compliance with specified Oklahoma statutes regarding property disposal, competitive bidding, and other state requirements.
