Changes the effective date for statewide elected officer salaries from January 1999 to January 2016 in 74 O.S. Section 250.4.

Sets Governor salary equal to Chief Justice of Oklahoma Supreme Court with a maximum increase cap of $147,000.

Sets Lieutenant Governor, State Treasurer, State Auditor and Inspector, State Insurance Commissioner, and Corporation Commission members' salaries equal to associate district judges in counties with over 30,000 population with a maximum increase cap of $114,713.

Sets Attorney General salary equal to Presiding Judge of Court of Civil Appeals with a maximum increase cap of $132,825 and State Superintendent of Public Instruction salary equal to district judge with a maximum increase cap of $124,373.

Sets Commissioner of Labor salary equal to special judge with a maximum increase cap of $105,053.
