Amends 21 O.S. 2011, Section 1290.8 relating to handgun license possession and notification requirements under the Oklahoma Self-Defense Act.

Requires persons carrying a concealed or unconcealed handgun to identify possession of the firearm to law enforcement during arrest, detainment, or routine traffic stop, with identification made at the first opportunity when questioned about firearm possession.

Exempts persons from identifying as handgun licensees when no handgun is in their possession or in any vehicle they are driving or riding in.

Establishes that violation of notification requirements is a misdemeanor punishable by a fine not exceeding $100.00 upon conviction.

Becomes effective November 1, 2015.
