Amends Oklahoma law to allow holders of valid handgun licenses to carry concealed or unconcealed handguns in certain previously restricted locations, including government buildings, sports arenas, and pari-mutuel wagering facilities, with exceptions for vehicles in parking areas.

Permits licensed faculty members at public colleges, universities, and technology centers to carry handguns on campus with prior written notification to the institution, while prohibiting carry in buildings and requiring firearms to remain stored in locked vehicles when unattended.

Allows private schools to adopt policies authorizing concealed or unconcealed weapon possession on school property and in school vehicles, with immunity from liability for injuries except in cases of gross negligence or willful misconduct.

Establishes $250 fine for misdemeanor violations of handgun carry restrictions and creates administrative fine and license suspension procedures for violations at colleges and universities.

Exempts peace officers, judges, private investigators with firearms authorization, and those authorized by law to carry firearms in the course of employment; effective November 1, 2015.
