Senate Bill 558 Summary

• Authorizes courts to order nonviolent offenders detained in county jails to be confined at home or other suitable locations under electronic monitoring supervised by the sheriff, with capacity for 24/7 real-time monitoring using dual technologies.

• Allows sheriffs to contract with private vendors for electronic monitoring services; courts may revoke monitoring orders if offenders violate conditions or pose safety or escape risks.

• Excludes certain offenders from electronic monitoring eligibility: those charged with child pornography, felonies, outstanding felony warrants, prior escapes within 10 years, child prostitution, or vulnerable adult abuse in nursing facilities.

• Establishes reimbursement rate of $20.00 per day to counties for inmates on electronic supervision, reduced from $27.00 per day standard reimbursement, to cover jail operations and monitoring expenses.

• Effective November 1, 2015.
