Establishes the "Advanced Metering Infrastructure Act" requiring public utilities to provide residential and commercial customers with a written AMI product disclosure before installation, with customer signature required.

Disclosure must include possible benefits, privacy information on data collection and sharing, known biological effects from low-frequency radio-frequency radiation and electromagnetic fields per the BioInitiative 2012 Report, and a statement that "In some instances AMI meters have overheated and ignited."

Prohibits public utilities from installing AMI without written customer request and informed consent after receiving the required disclosure.

Makes demand response programs optional for customers and prohibits utilities from penalizing customers who decline participation.

Allows existing customers with AMI to request replacement with an analog meter without penalty upon written request.

Becomes effective July 1, 2015, with emergency clause for immediate effect upon passage and approval.
