Amends 34 O.S. 2011, Section 8 to modify the timeline and procedures for circulating initiative and referendum petitions in Oklahoma.

Requires the Secretary of State to set a circulation start date between 15 and 45 days after all legal challenges, protests, and appeals are resolved, with signatures due within 90 days of the set date.

For referendum petitions, signatures must be submitted within 90 days after legislative adjournment of the enacted measure or after Supreme Court sufficiency determination, whichever is later.

Allows petition proponents to terminate circulation early by certifying to the Secretary of State that all signed petitions have been filed, no petitions remain in circulation, and no further circulation will occur.

Repeals 34 O.S. 2011, Section 3.1 regarding unlawful petition circulation and declares the act an emergency taking effect immediately upon passage.
