Prohibits individuals, state entities, and political subdivisions from expending public monies or resources for publicity or propaganda opposing Second Amendment rights.

Bans preparation, distribution, or use of materials (kits, pamphlets, publications, electronic communications, audio/visual presentations) designed to defeat legislation or regulations relating to Second Amendment rights at federal or state levels.

Prohibits employment or retention of lobbyists or legislative liaisons using public funds to oppose Second Amendment rights through legislative or regulatory action.

Treats use of public property, resources, employees, networks, or time as use of public funds; extends prohibitions to advocacy for tax increases, fees, or restrictions on legal consumer products related to Second Amendment rights.

Establishes misdemeanor penalty of up to $1,000 fine and/or up to one year county jail imprisonment for violations.
