Assesses a $15.00 fee on each bail bond written by licensed bondsmen in Oklahoma, payable to the court clerk at the time and location where the bond is written.

Creates the "Jail Bond Contribution Fund" as a continuing revolving fund in the State Treasury administered by the Department of Public Safety to receive monthly deposits of collected bond fees.

Authorizes the Department of Public Safety to offer loans and grants from the fund to improve administration, staffing, and programs of county jails and district court clerks' offices through written applications and established terms.

Prohibits fund distribution to private jails or private jail management entities; requires annual reporting to the Legislature on all offerings, expenditures, loans, and grants made from the fund.

Establishes a five-member review panel appointed by the Director of Public Safety to select qualified applicants and recipients, with panel members prohibited from being applicants or recipients of fund money.

Effective date: November 1, 2015.
