Directs the Oklahoma Health Care Authority to assess the feasibility of implementing a low-income pool for additional coverage under the Oklahoma Medicaid Program.

Requires any coverage provided through the low-income pool to comply with the definition of medical assistance under Section 1905(a) of the Social Security Act.

Creates a new section of law to be codified as Section 5004 of Title 63 in the Oklahoma Statutes.

Becomes effective November 1, 2015.
