Requires abortion providers to comply with the Heartbeat Informed Consent Act for all abortions performed in Oklahoma.

Mandates that for pregnancies at least 8 weeks after fertilization, the abortion provider must determine if a fetal heartbeat is present according to standard medical practice and inform the pregnant woman in writing of the heartbeat and statistical probability of bringing the fetus to term.

Requires the pregnant woman to sign a form acknowledging receipt of information about the fetal heartbeat and awareness of the statistical probability of carrying the fetus to term no later than 24 hours before the abortion.

Allows the woman to request to hear the fetal heartbeat using a Doppler fetal heart rate monitor, with providers exempt from violation if they attempt to make the heartbeat audible consistent with standard medical practice but are unsuccessful, and offer to attempt again at a later date.

Directs the State Board of Health to promulgate rules to implement the provisions and becomes effective November 1, 2015.
