Removes "tribal law enforcement officer" from the definition of peace officer in 21 O.S. Section 99, replacing it with references to federal law enforcement officers only.

Deletes language requiring federal law enforcement officers to be certified by the Council on Law Enforcement Education and Training from Section 99.

Amends Section 99a to clarify that subsection C applies to municipal peace officers exercising authority only through policies and procedures adopted by their municipal governing body.

Eliminates the authority granted to Bureau of Indian Affairs law enforcement officers and tribal law enforcement officers to enforce state laws on federally-held trust lands, removing the entire Section 99a(D).

Declares an emergency, making the act effective immediately upon passage and approval.
