SB 611 Summary

• Creates a five-member Advisory Task Force on Efficiencies in State Financial Management composed of the State Treasurer, Director of the Office of Management and Enterprise Services, State Comptroller, and one member each appointed by the Senate President Pro Tempore and House Speaker.

• State Treasurer shall call the first meeting by September 1, 2015, at which members elect a chair; a majority constitutes a quorum and the Senate and House provide staff support.

• Members receive no compensation but legislative members are reimbursed for travel under Section 456 of Title 74 of the Oklahoma Statutes, while non-legislative members are reimbursed by their respective appointing authorities under the State Travel Reimbursement Act.

• Task force shall review comprehensive financial and accounting functions performed by state agencies, methods used in other states, and measures to determine efficient delivery of financial and business services.

• Task force shall submit recommendations to the Governor, Senate President Pro Tempore, and House Speaker by December 15, 2015, regarding changes to the current structure and procedures for delivering state financial, accounting, or business services; all meetings must comply with the Oklahoma Open Meeting Act and Oklahoma Open Records Act.
