Council recognized as Oklahoma's State Workforce Investment Board, succeeding the Oklahoma Workforce Investment Board, with members continuing until terms expire and successors appointed.

Council membership must comply with federal Workforce Innovation and Opportunity Act requirements, with majority from private sector employers in high-quality work-relevant training and in-demand industry sectors.

State officials include Governor, two Senate members, two House members, and heads of Education, Human Services, Higher Education Regents, Career and Technology Education, Public Instruction, Employment Security Commission, and Rehabilitation Services.

Ex-officio members may be appointed at Governor's discretion to provide expertise, including representatives from Health, Corrections, Mental Health and Substance Abuse Services, Health Care Authority, and Native American Liaison.

Council shall form a Health Workforce Subcommittee to conduct data analysis on health workforce supply and demand, research education capacity, recommend recruitment and retention strategies, and assess health workforce policy impacts.
