Increases the monetary jurisdiction limit for small claims actions from $7,500 to $10,000 for money-based contract or tort claims, property replevin actions, and interpleader actions.

Authorizes courts to award attorney fees up to 20% of judgments between $7,500 and $10,000 in contested cases with proof of fees incurred, and limits uncontested case attorney fees to 10% of judgment.

Requires mandatory transfer of small claims cases where the defendant's counterclaim, setoff, or claim exceeds $10,000, unless both parties agree in writing to proceed under small claims procedure.

Allows discretionary transfer of claims under $7,500 upon defendant's motion if notice is given 48 hours in advance and a $50 court cost deposit is made.

Becomes effective November 1, 2015.
