Requires government entities to obtain a search warrant issued by a duly authorized court before accessing location information of electronic devices, with four exceptions: stolen device reports, emergency service calls, informed owner/user consent, and possible life-threatening situations.

Prohibits location information services including global positioning service, mapping, locational, and directional information services from being accessed without proper authorization.

Renders any evidence obtained in violation of warrant requirements inadmissible in civil, criminal, or administrative proceedings and prohibits its use in affidavits of probable cause.

Establishes a civil fine not to exceed $250.00 for persons who violate the location information access restrictions.

Becomes effective November 1, 2015.
