Amends 17 O.S. 2011, Section 139.109 to clarify competitive bidding requirements for Special Universal Services funding, requiring bidding only when the Federal Communications Commission would also require it for applicants.

Establishes that cost shall be only one factor in reviewing Special Universal Services requests, with quality of service also considered as a relevant evaluation factor.

Requires the Corporation Commission to consider public interest when determining whether to grant Special Universal Services requests, specifically for public schools, public libraries, county seats, and telemedicine providers.

Mandates the Corporation Commission provide notice to telecommunications providers and applicants (public schools, public libraries, county seats, or telemedicine providers) for all proceedings involving Special Universal Services funding requests.

Declares an emergency, making the act effective upon passage and approval.
