Amends Oklahoma wildlife license residency definition to add exception allowing full-time students attending any institution of higher education in the state to retain residency status for purchasing annual licenses from the Department of Wildlife Conservation.

Requires proof of full-time attendance at an Oklahoma higher education institution to qualify for the student residency exemption.

Maintains existing 60-day consecutive residency requirement for non-student applicants and existing residency provisions for active-duty military members and their dependents.

Effective date set for November 1, 2015.
