Establishes the Regional Water Sustainability Act to promote and support planning and development of long-term water projects on a regional basis, prioritizing efficient use of water resources within each geographic region of Oklahoma.

Directs the Oklahoma Water Resources Board to dedicate staff and resources to assist in development of regional water plans and projects, including coordination of planning efforts, formation of voluntary regional initiatives, and identification of federal, state, tribal, and local partnership opportunities for financing.

Specifies that regional water plans should include voluntary consolidation of infrastructure, maximizing existing reservoirs through dam raising and dredging, increasing water storage while minimizing losses, managing aquifer recharge rates, and implementing conservation measures such as water loss audits and reuse projects.

Authorizes the Oklahoma Water Resources Board to promulgate rules necessary to implement the act and clarifies that nothing in the act shall be construed as amending existing provisions pertaining to water rights or permits.

Declares an emergency, making the act effective immediately upon passage and approval.
