Amends Oklahoma law to expand the definition of rape to include situations where victims are under 16 years old, mentally incapable of consent, subjected to force or violence, intoxicated without consent, unconscious, deceived about perpetrator's identity, in state custody, or students engaged with school employees age 18 or older.

Adds rape provision for spouses if force or violence is used or threatened with apparent power of execution.

Expands rape by instrumentation to apply when at least one circumstance from the rape statute is met, and removes consent as an element when victims are students under age 20 with school employees age 18 or older, or under state/federal agency custody with authority figures.

Broadens sexual battery definition to include persons in foster care under age 19, and school employees age 18 or older with students under age 20.

Requires post-imprisonment supervision for persons sentenced to 2 or more years for rape by instrumentation or sexual battery violations, except those sentenced to life or life without parole; effective November 1, 2015.
