Amends Oklahoma vehicle weight limits under 47 O.S. 2011, Section 14-109 by modifying the gross weight formula based on axle distance, using the Federal Bridge formula from 23 U.S.C., Section 127.

Authorizes annual special overload permits for vehicles transporting rock, sand, gravel, coal, flour, timber, pulpwood, chips, oil field materials, and agricultural products if they do not exceed 5% of gross limits or 8% of axle limits and are registered for maximum allowable rates.

Special overload permit costs $350.00 annually for vehicles transporting unprocessed agricultural and natural products; $100.00 annually for utility vehicles, refuse collection vehicles, and other specified cargo types.

Allows an additional 400 pounds total gross weight for vehicles equipped with auxiliary power or idle reduction technology units with proper written certification.

Effective date: November 1, 2015.
