Creates a new "Home Care, Hospice, and Palliative Care Advisory Council" in addition to four existing public health advisory councils, increasing the total from four to five advisory councils.

The Home Care, Hospice, and Palliative Care Advisory Council shall consist of nine members (compared to seven for other councils): three appointed by the President Pro Tempore of the Senate, three by the Speaker of the House, and three by the Governor, with five members constituting a quorum.

Expands the jurisdiction of the Home Care, Hospice, and Palliative Care Advisory Council to include identifying methods to improve quality and delivery of home care, hospice, and palliative care services; reviewing best practices; and developing public information on these services.

Removes language regarding travel reimbursement for Advisory Council members, specifying they serve without compensation but may be reimbursed expenses as provided in the State Travel Reimbursement Act.

Effective date: July 1, 2015, with an emergency clause allowing the act to take effect immediately upon passage and approval.
