Directs the Department of Human Services to develop and implement a pilot program for married parents with children currently eligible for Statewide Temporary Assistance Responsibility (STARS) program assistance.

Consolidates available services into lump-sum payments deposited into four electronic accounts: Health Savings Account (annual health care grants), Housing Account ($500 monthly if household income does not exceed $50,000 annually), Household Retirement Account, Household Down Payment Account, and Educational Savings Account.

Provides annual deposits into retirement, down payment, and educational savings accounts for each year parents remain married.

Prohibits aggregate payments from exceeding the total amount otherwise available under existing state and federal public assistance programs.

Requires the Department to report feasibility findings to legislative health and human services committees by November 1, 2015, and to seek necessary federal approval to implement the program; effective July 1, 2015 with emergency declaration.
