Senate Bill 65 Summary

• Establishes that the Council on Law Enforcement Education and Training shall promulgate rules and enforce standards for training security guards, armed security guards, and private investigators required to be licensed in Oklahoma.

• Limits unarmed security guard training requirements to a maximum of 40 hours of instruction.

• Requires mandatory continuing education for licensed security guards and private investigators with up to 24 clock hours during the licensing period, and establishes a refresher course requirement for persons inactive for 5 or more years.

• Grants the Council authority to waive training requirements except firearms training for armed security guards, and to grant applicant credit for comparable prior training and employment experience.

• Requires armed security guard applicants to complete psychological evaluation using the Minnesota Multiphasic Personality Inventory (MMPI) or approved alternative instrument, with exemptions for active and recently retired certified peace officers; effective November 1, 2015.
