Creates the "Rural Tourism Protection Act" as a new section of Oklahoma law (Section 2215.1 of Title 74).

Defines "change in services" as either a reduction of 50% or more in hours of operation or services, or closure of any state park, parkland, or public recreation facility under the Oklahoma Tourism and Recreation Department.

Requires the Oklahoma Tourism and Recreation Department to provide 60 days' written notice to county commissioners and municipal mayors before implementing any change in services affecting their jurisdictions.

Exempts natural disasters and acts of nature including severe drought, flooding, wildfires, tornadoes, and earthquakes from the notification requirement.

Takes effect on November 1, 2015.
