Amends 17 O.S. 2011, Section 801.4 to modify Oklahoma's renewable energy standard goal deadline from 2015 to 2020.

Increases the renewable energy capacity target from 15% to 25% of all installed electricity generation capacity within the state by 2020.

Defines qualifying renewable energy resources to include wind, solar, photovoltaic, hydropower, hydrogen, geothermal, biomass, distributed generation facilities up to 5 megawatts, and Commission-approved renewable sources.

Requires all electricity generating entities operating in Oklahoma to report annually by March 1 to the Commission on installed capacity, kilowatt hours generated, and energy sources used by each facility.

Effective date: November 1, 2015.
