Amends the Emergency and Transportation Revolving Fund to authorize the Statewide Circuit Engineering Board to provide loans for counties to purchase or convert vehicles to compressed natural gas.

Limits compressed natural gas vehicle loan expenditures to no more than 50% of the fund's balance at the beginning of each fiscal year.

Provides interest-free loans with a maximum term of 5 years for counties seeking to purchase compressed natural gas vehicles or convert existing fleet vehicles.

Requires counties borrowing funds for compressed natural gas vehicle purchases to provide documentation that an equal or greater number of gas-powered vehicles have been sold or disposed of to nongovernmental entities.

Directs the Statewide Circuit Engineering Board to develop and adopt rules governing application procedures, qualification requirements, and loan terms for the compressed natural gas vehicle program.
