Amends 40 O.S. 2011, Section 453 to expand the Commissioner of Labor's powers and duties regarding asbestos abatement, including developing rules, inspecting projects, and investigating violations.

Designates the Commissioner of Labor as the primary authority for regulating asbestos abatement in Oklahoma at abatement sites through completion of on-site work.

Grants the Commissioner authority to hire personnel, inspect public buildings for friable asbestos, collect samples, issue orders, seek injunctive relief, and accept federal grants related to asbestos control.

Repeals 40 O.S. 2011, Section 457, which previously assigned asbestos regulation powers to the Commissioner of Health.

Declares an emergency, making the act effective immediately upon passage and approval by the Governor.
