Changes in-person absentee voting hours on Thursday and Friday from 8 a.m. to 6 p.m. to 7:00 a.m. to 7:00 p.m., expanding by one hour in the morning and one hour in the evening.

Extends Saturday in-person absentee voting hours from 9 a.m. to 2 p.m. to 9:00 a.m. to 6:00 p.m., adding four hours to the afternoon for state or federal elections.

Requires voters to provide proof of identity or sign an oath statement; false swearing is punishable as a felony under Section 16-103.

Maintains existing procedures for marking ballots, signature certification, ballot deposit, and secure handling of electronic results storage media by county sheriffs.

Becomes effective November 1, 2015.
