Establishes the "Oklahoma Science Education Act" requiring state and local education officials to create school environments that encourage students to explore scientific questions, develop critical thinking skills, and respectfully discuss controversial issues.

Permits teachers to help students understand, analyze, critique, and review the scientific strengths and weaknesses of existing scientific theories covered in their courses in an objective manner.

Prohibits the State Board of Education and school district officials from preventing teachers from objectively analyzing scientific strengths and weaknesses of scientific theories.

Restricts the act to teaching scientific information only and explicitly prohibits promotion of any religious or non-religious doctrine, beliefs, or discrimination based on religion or non-religion.

Requires the State Department of Education to notify school district boards and superintendents of the act's provisions by the start of the 2015-2016 school year, with school districts notifying all employees; becomes effective July 1, 2015.
