SB 667 Summary

• Eliminates the phased implementation schedule for the Teacher and Leader Effectiveness Evaluation System (TLE), requiring 100% of teacher and administrator evaluation ratings to be based on qualitative components starting in the 2014-2015 school year and all subsequent years.

• Removes references to quantitative assessment components (student academic growth and other academic measurements) from evaluation requirements, though allows school districts with average daily attendance over 35,000 to optionally incorporate quantitative measures at their own expense.

• Requires school district boards of education to consult with teacher representatives when developing evaluation policies based on minimum criteria set by the State Board of Education.

• Establishes that evaluations must be based on qualitative assessment tools measuring observable and measurable characteristics including classroom management, instruction effectiveness, professional growth, interpersonal skills, and leadership skills.

• Becomes effective July 1, 2015, with an emergency declaration for immediate implementation upon passage and approval.
