Allows parties whose existing relationship meets all marriage requirements except a license to file a civil declaration of marriage with the same legal effect as a marriage license with the district court clerk for a $53.00 fee.

Declaration must be subscribed by both parties, attested by at least two witnesses, and formally acknowledged before the district court clerk.

Declaration must include parties' names, ages, residences, confirmation of opposite genders, absence of legal impediments, parental information, desired married names, and facts of the marriage including religious ceremony details or common law marriage evidence.

Makes it unlawful for any person other than the parties or a licensed attorney to draft a declaration of marriage; first conviction results in a fine up to $300 or up to 6 months in county jail; subsequent conviction results in a fine up to $5,000 or up to 1 year in county jail.

Becomes effective November 1, 2015.
