Amends 47 O.S. 2011, Section 11-901b to require vehicle operators to devote full time and attention to driving.

Prohibits operators from communicating with handheld electronic devices while driving, including verbal communication, typing emails, or sending text messages.

Restricts law enforcement from issuing citations unless the officer observes the operator involved in an accident or driving in a manner that poses an articulable danger to other roadway users.

Establishes that fines for violations shall not exceed the statutory penalty of a misdemeanor.

Becomes effective November 1, 2015.
