Defines "sexually violent offense" to include rape, rape by instrumentation, lewd/indecent acts against children under 16, solicitation of a minor, procurement of a minor for pornography, and forcible sodomy under Oklahoma law.

Authorizes courts to require medroxyprogesterone acetate or other approved pharmaceutical agent treatment as a condition of release for persons convicted of sexually violent offenses, with treatment mandatory upon second or subsequent conviction unless court determines treatment would be ineffective.

Allows persons to opt out of chemical treatment by voluntarily undergoing a court-approved permanent surgical alternative.

Requires the Department of Corrections to promulgate and adopt rules providing for initiation of chemical treatment prior to parole or release of convicted offenders.

Becomes effective November 1, 2015.
