• Adds definition of "prepaid wireless telecommunications service" to Oklahoma Telecommunications Act and establishes procedures for collecting Oklahoma Universal Service Fund (OUSF) charges on prepaid wireless transactions.

• Converts OUSF charge for prepaid wireless service from percentage-based to flat transaction amount calculated by multiplying the Commission-approved percentage rate by $25.00, rounded to nearest cent, with rate changes effective only on July 1st.

• Combines prepaid wireless 9-1-1 fee ($0.50 per transaction, adjustable) with OUSF charge into single "combined fee" collected by sellers from consumers, with 3% seller retention and distribution to Tax Commission and Corporation Commission.

• Distributes collected 9-1-1 fees to eligible governing bodies based on population (98%) and retains 2% by Tax Commission for administration costs; allocates OUSF portion to Corporation Commission for universal service fund support.

• Effective November 1, 2015.
