Reduces the population threshold for counties requiring county sheriff candidates to be certified peace officers from 500,000 to 50,000.

Requires all newly elected or appointed sheriffs to complete a sheriff's administrative school within 12 months of taking office, as developed by the Oklahoma Sheriff's Association and approved by the Council on Law Enforcement Education and Training (CLEET).

Denies CLEET certification to new sheriffs who fail to complete the administrative school within the specified 12-month period.

Revokes CLEET certification for sheriffs with prior certification who fail to attend the sheriff's administrative school.

Exempts current and former county sheriffs from these qualification requirements and becomes effective November 1, 2015.
