Delays full implementation of the Teacher and Leader Effectiveness Evaluation System (TLE) from the 2015-2016 school year to the 2017-2018 school year for all Oklahoma school districts.

For 2014-2015 through 2016-2017 school years, evaluation ratings must be based 100% on qualitative components, with quantitative components used only for baseline data collection purposes.

Beginning 2017-2018 school year, evaluation ratings shall be based 50% on qualitative components and 50% on quantitative components (student academic growth and other academic measurements).

School districts with average daily attendance exceeding 35,000 may voluntarily incorporate quantitative components at their own expense and base up to 50% of evaluations on quantitative measures during the delayed implementation period.

Becomes effective July 1, 2015, with emergency declaration allowing immediate effect upon passage and approval.
