Adds city governing bodies with populations exceeding 300,000 (per latest Federal Census) as charter school sponsors, but only when the charter school is located in a school district with average daily membership of 15,000+ and the school district is within that city's boundaries.

Modifies the definition of "charter school" to include public schools established by contract with a city governing body under the Oklahoma Charter Schools Act.

Charter schools sponsored by city governing bodies are treated as local education agencies for funding purposes and receive State Aid allocation from the State Board of Education with not more than 5% retained by the sponsor as administrative fees.

Applicants must complete 10-hour charter school training by the State Department of Education before submitting applications to proposed sponsors.

Effective date is July 1, 2015, with emergency clause allowing the act to take effect upon passage and approval.
