Defines "fringe benefits" as retirement benefits that can be counted toward the minimum salary requirement, excluding certain state contributions and flexible benefit allowances.

Limits teaching credit for state salary purposes to a maximum of 5 years of military service or out-of-state teaching experience, while allowing local school districts to grant additional credit on their own schedules.

Requires the State Board of Education to recognize out-of-state teaching experience from accredited school districts and to grant full experience credit for certified teachers in corrections, vocational rehabilitation counselors, and school psychologists meeting specified conditions.

Excludes retired teachers receiving monthly retirement benefits from the minimum salary schedule requirements and declares the act effective July 1, 2015 as an emergency measure.
