Creates the Oklahoma Sentencing Policy, Accountability and Review Council with 20 members: 4 appointed by the Senate President Pro Tempore, 4 by the House Speaker, and 12 by the Governor.

Governor-appointed members must include one court of appeals judge, one current or former criminal trial judge, one prosecuting attorney, one criminal defense lawyer, one crime victims' rights advocate, one defendants' rights advocate, one statewide corrections administrator, one county jail administrator, one law professor or former law professor, and one law enforcement representative.

Council members serve four-year staggered terms, with the Governor designating a presiding officer and members receiving reimbursement for actual and necessary expenses.

Council shall study sentencing practices throughout Oklahoma's criminal justice system and submit recommendations to the Legislature and Governor regarding disparities between offense severity and prescribed penalties, consistency in sentencing, and comparison of community supervision and parole terms to other states.

Effective date is November 1, 2015.
