SB 699 Summary

• Prohibits the Director of the Oklahoma Bureau of Narcotics and Dangerous Drugs Control from assessing administrative fees for violations of central repository access requirements by registrants.

• Expands access to the prescription drug monitoring program's central repository to include federal medical practitioners (Veterans Affairs, military, and other federal agencies) and allows discretionary access to medical practitioners and their staff.

• Requires registrants or their medical/administrative staff to access and verify the central repository before prescribing or refilling Schedule II or III controlled drugs, with exemptions for hospice, end-of-life care, and nursing facility prescriptions.

• Establishes exclusive jurisdiction with state licensing boards (Podiatric Examiners, Dentistry, Medical Licensure, Optometry, Nursing, and Osteopathic Examiners) for enforcement actions against licensees, preventing dual enforcement by the narcotics bureau.

• Directs the Bureau to provide monthly lists of top 20 prescribers to relevant licensing boards and requires immediate notification to licensing boards if the Bureau investigates a medical practitioner's controlled substance prescribing practices; effective November 1, 2015.
