Adds "licensed alcohol and drug counselors" to the exemption list under the Oklahoma Alcohol and Drug Abuse Services Act, allowing them to provide services in private practice without facility certification.

The exemption applies only to individual licensed alcohol and drug counselors in private practice, not to any treatment facility they may operate.

Maintains existing exemptions for other licensed professionals in private practice (physicians, psychologists, social workers, nurses, counselors, marriage and family therapists, behavioral practitioners, clergy members, and certified alcohol or drug abuse counselors).

Becomes effective November 1, 2015.
