Creates the "Child Abuse Multidisciplinary Account Fund" as a continuing revolving fund in the State Treasury, exempted from fiscal year limitations and administered by the Oklahoma Commission on Children and Youth.

Fund consists of state appropriations, investment interest, and gifts or grants intended for contracting with eligible multidisciplinary child abuse teams and child advocacy centers (nonurban, mid-level nonurban, and urban).

Prohibits fund monies from becoming state general budget funds and restricts transfers to other state agencies, except for 0.5% in administrative costs authorized to the Commission.

Transfers expenditure authority from the Department of Human Services to the Oklahoma Commission on Children and Youth and establishes fee-for-service contracting basis for eligible entities, replacing previous disbursement formula.

Effective July 1, 2015, with emergency declaration; repeals the prior Child Abuse Multidisciplinary Account statute (10A O.S. 2011, Section 1-9-103).
