Enrolled Senate Bill No. 71 Summary

• Amends 68 O.S. 2011, Section 3603 to modify definitions related to the Oklahoma Quality Jobs Program Act, which provides tax incentives for businesses creating quality jobs in the state

• Updates statutory language throughout the section by replacing references to "Section 3601 et seq. of this title" with "the Oklahoma Quality Jobs Program Act" for clarity and consistency

• Expands the definition of "basic industry" to include additional activities such as professional and scientific services, information technology, business support services, agricultural operations, and alternative energy projects

• Adds new requirements that establishments must offer basic health benefits plans to employees in new direct jobs, including coverage for hospital care, physician care, mental health care, substance abuse treatment, prescription drugs, and prenatal care, with employers paying no more than 50% of premiums

• Becomes effective November 1, 2015
