Requires superintendents to submit written dismissal or non-reemployment recommendations to the board of education, specifying statutory grounds for career teachers and cause for probationary teachers.

Directs school districts to forward recommendations to the State Board of Education if they include grounds that could form the basis of criminal charges sufficient to deny or revoke a teaching certificate, after due process completion or teacher resignation.

Requires the State Board of Education to notify affected teachers and provide their identity when another school district requests a recommendation, and mandates contemporaneous copies be sent to the teacher and requesting district.

Establishes that records submitted to the State Board of Education are confidential and exempt from disclosure under the Oklahoma Open Records Act, except when provided to requesting school districts.

Requires the State Board of Education and school districts to immediately notify affected teachers if served a subpoena requesting disclosure of documents and provide opportunity to object to the subpoena.

Effective July 1, 2015, with an emergency declaration for immediate effect upon passage and approval.
