Amends 59 O.S. 2011, Section 493.3 to modify medical licensure requirements under the Oklahoma Allopathic Medical and Surgical Licensure and Supervision Act.

Permits the State Board of Medical Licensure and Supervision to require applicants for full medical licensure by endorsement who lack recent formal testing to pass a Board-approved written and/or oral examination.

Authorizes issuance of temporary medical licenses between Board meetings for qualified applicants, automatically terminating at the next Board meeting where full licensure is considered.

Establishes "training physician collaborative practice arrangements" in rural health clinics, allowing assistant physicians to qualify as physicians for Centers for Medicare and Medicaid Services regulations without additional state supervision requirements beyond federal law.

Defines "training physician" as a medical school graduate who has completed Steps 1 and 2 of the United States Medical Licensing Examination within two years of application and within three years of graduation, has not completed residency, and demonstrates English language proficiency.

Effective date: November 1, 2015.
