Defines "powdered alcohol" as alcohol prepared or sold in powder form for direct use or reconstitution, and makes it unlawful for any person or licensee to use, offer, purchase, sell, or possess powdered alcohol.

Prohibits holders of on-premises or off-premises alcohol consumption licenses from using powdered alcohol as an alcoholic beverage.

First offense: fine up to $300 or imprisonment up to 30 days or both.

Second offense: fine up to $750 or imprisonment up to 6 months or both.

Third or subsequent offense: fine up to $3,000 or imprisonment up to 2 years or both; effective November 1, 2015.
