Foster parents with custody of children age 15 or older must submit quarterly reports on transitional plans to the Department of Human Services beginning November 1, 2015.

Transitional reports must cover the child's understanding of health maintenance, housing, postsecondary education, employment opportunities, acquisition of essential documents, and interpersonal communication skills.

Child welfare specialists must keep records of annual transition plans submitted by foster parents and ensure timely submission; therapeutic foster care caseworkers are exempt from this requirement.

The Department of Human Services must submit annual reports to legislative health and human services committees detailing the number of compliant foster parents and administrative actions taken against non-compliant foster parents.

The Department shall promulgate rules to implement the act's provisions, effective November 1, 2015.
